Jenn O’Connor joined SCAA as a senior policy associate in January 2007. In this capacity, she is the prime contact for Winning Beginning NY, the state’s early care and education coalition. She is also involved in projects regarding disconnected youth and home visiting.
Prior to joining SCAA, Ms. O’Connor spent nearly five years in Washington, D.C. as a senior policy analyst with the National Governors Association (NGA) Center for Best Practices. At NGA, she specialized in mental health, substance use, and maternal/child health issues—working on projects that often focused on the overlap and intersect between those areas, such as child welfare, children’s mental health, early education, and prisoner reentry/family reunification. As a consultant to the nation’s governors, she provided technical assistance to states on everything from Medicaid programs to mental health parity.
Ms. O’Connor now returns to Albany, where she began her career. She spent ten years in various positions—as both legislative and campaign staff and, more recently, as Director of Legislative Affairs and Education with the National Conference of Insurance Legislators (NCOIL). She graduated from the State University of New York at Oswego with a Bachelor of Arts degree in English/Creative Writing Arts and a minor in Sociology.
