Tom Hilliard is a Senior Policy Associate working on health policy issues that relate to the aged, in particular long-term care. Mr. Hilliard formerly served as Assistant Director of Medicine at Gouverneur Healthcare Services, where he managed the Departments of Medicine, Medical Specialties and Urgent Care at New York State 's largest freestanding outpatient clinic. He has also served as Director of Health Policy at the Office of Public Advocate for the City of New York , Senior Consultant for the Labor Research Association, and Research Director at the Mineral Policy Center , an environmental research and advocacy organization based in Washington DC .

Mr. Hilliard is a B.A. graduate of Auburn University in Alabama.
