Getting Serious About the GED: How New York Can Build a Bridge from High School Dropout to Postsecondary Success
Getting Serious About the GED examines New York State’s “educational funnel”—a large population of potential GED test-takers that narrows significantly at each stage, eventually funneling out all but the most dedicated—or luckiest—students. It recommends strategies for increasing both pass rates and successful transition to higher education and training, with the belief that the educational funnel can be widened significantly.

Risking Their Future: Understanding the Health Behaviors of Foster Care Youth
Risking Their Future looks at the reproductive health behaviors of adolescents and young adults in the foster care system. Youth in foster care face major challenges at the time they become sexually active. This report grew out of two previous publications from SCAA: the 2006 document Growing Up in New York: Charting the Next Generation of Workers, Citizens and Leaders, and the 2008 report, Teenage Births: Outcomes for Young Parents and Their Children.

The Adverse Childhood Experiences (ACE) Study
A research briefing on the The Adverse Childhood Experiences (ACE) Study - the first large-scale study to empirically demonstrate that various types of trauma and household dysfunction in childhood significantly increase the risk for physical and mental disease in adulthood. This study shows that early detection of childhood maltreatment offers an excellent opportunity for preventing physical illness in adulthood.

Back on Track: Re-Connecting New York's Disconnected Youth to Education and Employment
Back on Track provides an in-depth portrait of disconnected youth at the state level, and makes the case that the needs of disconnected youth - and those at risk of disconnection - should be a vital priority in New York State. SCAA Legislative Agenda 2009-10
Balancing the budget through across-the-board cuts to state programs would devastate the services essential to all New Yorkers, especially those struggling in the weak economy. Instead, the state should employ all its fiscal levers: raise some taxes, eliminate some tax breaks, tap the Stabilization Fund, get the largest possible federal assistance and, yes, cut state spending significantly. Most importantly, New York’s leaders need to set priorities. SCAA's Legislative Agenda provides clear priorities for policy makers.

Disconnected Youth: An Answer to Preventing Disengagement. Volume 2
A follow-up to SCAA's October 2007 Disconnected Youth white paper that focused on preventing disconnection among young people involved in the child welfare and children’s mental health systems. This second paper concentrates on two other systems—education and juvenile justice—and recommends ways that the state can prevent disconnection with changes in those systems.

Growing Up In New York 2008 Update
An update of SCAA’s 2006 report, Growing Up In New York: Charting the Next Generation of Workers, Citizens and Leaders, this 2008 update is a 12-page chartbook that provides recent data on the well-being of New York’s children. It tracks seven key issue areas – education, birth to five, health, mental health, economic security, child welfare, and youth – that policymakers, advocates and concerned citizens should focus on, and provides clear policy recommendations for the future. The paper describes a system of services that supports new families by providing three components: universal prenatal care, postpartum screening, and comprehensive home visiting.

Working To Learn, Learning To Work: Unlocking the Potential of New York's Adult College Students
New York’s need-based financial aid system, the Tuition Assistance Program (TAP), is intended to make college affordable for all low-income residents. Yet this report found that TAP discriminates against low-income working adults, preventing them from pursuing higher education.

Power Failures: Power of Attorney Authority and the Exploitation of Elderly New Yorkers
SCAA’s survey of New York State’s 62 District Attorneys found that cases of egregious abuse of power of attorney authority are being referred to prosecutors, but many other cases are not. Prosecutors believe that they do not have the tools they need to detect, prosecute and ultimately deter the misuse of power of attorney for financial exploitation.

Lost in Translation
A report released jointly by SCAA and the Center for an Urban Future finds that while immigrants have been fueling the population growth of communities in nearly every corner of the state, the state-run English for Speakers of Other Languages (ESOL) program has not come close to keeping pace with the demand. Waiting lists are growing for ESOL programs all over the state.
