Governor Cuomo released his proposed budget for the 2014-2015 fiscal year on January 21st. Analyzing budget proposals is a big part of what Schuyler’s staff does this time of year. The Governor said in his budget presentation, “We believe in children, we believe in Pre-K, we believe in education, let’s put our money where our mouth is and let’s make it a reality.” With a deep understanding of the critical importance of early childhood development and its long-term effects, we agree with the Governor that now is the time to fulfill the promise of making high quality Pre-K truly universal. New York also needs to recognize that Pre-K is a bridge, from a presently underdeveloped andLong evening dresses under-resourced child care system to a precarious K-12 system and limited afterschool programs. We need to build the bridge and stabilize the shores.
